The project aims to strengthen primary health care (including community health care) to bring health services closer to people in need, especially vulnerable populations in rural areas. Thus, the project will seek to achieve, as far as possible, the overall goal of achieving universal access to health care and reducing social inequalities in health with a focus on the health status of the vulnerable population (including the population of Rome).

The present project builds on previous projects developed under the EN 19 initiatives in public health in the Norwegian grant program 2009-2014, improving the tools and capacity at the level of primary care (including community care), providing a model to be adopted by the Romanian Government for national expansion.
